Amends section 9-612(h)(1) to require state agencies and quasi-public agencies to submit lists of state contractors and contract solicitations to the State Elections Enforcement Commission within 30 days of February 8, 2007, effective from passage.

Requires agencies to submit monthly updates on changes, additions, or deletions to contractor lists no later than the fifteenth day of each month.

Amends section 9-608(c)(6) effective July 1, 2012 to require the State Elections Enforcement Commission to post links on its website listing all organization expenditures reported by parties, legislative leadership, and caucus committees.

Website listings must include information about the committee making the expenditure, the committee receiving it, and the date and purpose of the expenditure.
