Court Support Services Division shall collaborate with private providers in Hartford to inventory community-based programs and services for children and families designed to promote positive youth development and reduce juvenile justice system contact by February 1, 2013.

State Bond Commission authorized to issue up to $1.5 million in bonds, effective July 1, 2012, with proceeds distributed as grants-in-aid: $500,000 to Metropolitan Economic Development Commission for elderly housing, $500,000 to John E. Rogers African American Cultural Center for school conversion to cultural center, and $500,000 to Catholic Charities of Hartford for affordable housing with supportive services.

Commissioner of Economic and Community Development shall establish Connecticut Young Adult Conservation Corps program, effective January 1, 2013, requiring organizations operating bond-funded facilities to set aside at least 10 percent of employment positions for youth and young adults for five fiscal years beginning the year after receiving bond proceeds.

Commissioner may audit organizations for compliance with employment set-asides and seek enforcement through the Attorney General to recover wages owed for positions not filled by eligible youth and young adults.

Commissioner shall submit annual reports to General Assembly through December 1st for five years assessing and evaluating the Young Adult Conservation Corps program.
