Amends Connecticut General Statutes Section 46b-57 to establish explicit factors courts must consider when determining whether to allow third-party intervention in child custody disputes.

Requires courts to give due consideration to: (1) whether the third party has a parent-like relationship with the child; (2) the nature of the relationship between the third party and the parties to the controversy; and (3) whether the third party is making significant financial contributions to support the child.

Maintains existing court authority to award full or partial custody, care, education, and visitation rights to an approved third party based on best interests of the child.

Takes effect October 1, 2012.
