Applies the bond cap limitation across three sections of statute governing bail procedures: bench warrants (54-2a), bail commissioner proceedings (54-63d), and Superior Court proceedings (54-64a).

Allows bonds exceeding $5,000 only when the judicial officer documents on the record the specific factual reasons why a greater amount is necessary for the particular case.
