Expands reverse auction authority to include the purchase of services, in addition to goods and supplies, for state agencies, municipalities, and school districts.

Defines "services" to include laundry and cleaning, pest control, janitorial services, security services, equipment rental and maintenance, advertising, photocopying, mimeographing, and similar arrangements (excluding construction services).

Allows contracting agencies to use reverse auctions when determined advantageous and ensuring competitive contract awards, consistent with general statutes and agency policies.

Permits contracting agencies to contract with third parties to prepare and manage reverse auctions.

Effective date: July 1, 2013.
