Commissioner of Consumer Protection shall conduct a study on home improvement contractors registered under Connecticut General Statutes chapter 400, effective July 1, 2013

Study must examine whether contractors should be tested and licensed instead of registered by the Department of Consumer Protection

Study must identify problems with the current registration system and survey how other states permit or license home improvement contractors

Study must include recommendations for improving Connecticut's home improvement contractor registration system

Commissioner must report study results to the joint standing committee on consumer protection and occupational licensing by July 1, 2014
