Amends titles 14 and 38a of the general statutes to allow owners of multiple private passenger motor vehicles to obtain a single automobile liability insurance policy covering all vehicles rather than requiring separate policies per vehicle.

Permits insurance to be issued and rated based on the insured person and named operators rather than on the number of registered motor vehicles owned.

Applies to persons owning more than one private passenger motor vehicle and any other named insureds or operators covered under the policy.
