Requires the Commissioner of Transportation, in consultation with relevant environmental and local harbor authorities, to establish a uniform training program for harbor masters and deputy harbor masters by July 1, 2014.

Training curriculum must cover harbor jurisdiction, safe operation of harbors and waterways, harbor management plan responsibilities, vessel anchoring and removal, navigational aid maintenance, mooring and anchorage permitting, and other topics deemed necessary.

All newly appointed harbor masters and deputy harbor masters must complete the training program within one year of their appointment.

Allows harbor masters to serve as nonvoting ex-officio members on harbor management commissions as part of their defined duties.
