Increases all-terrain vehicle registration fee from $20 to $40 biennially, with 50% of fees deposited into a new all-terrain vehicle account.

Establishes an All-Terrain Vehicle Division within the Department of Energy and Environmental Protection to create and maintain ATV trails, enforce ATV laws, and fund safety and education classes.

Implements a $5 land purchase fee at ATV registration to be used by the division for purchasing land specifically for ATV use.

Requires motorcycles and exhaust systems to display applicable federal Environmental Protection Agency labels, with penalties of $50-$100 for first violations and $100-$250 for subsequent violations.

All provisions take effect October 1, 2013.
