Amends Connecticut General Statutes Section 8-30g to revise the affordable housing land use appeals process and exemptions for certain towns.

Eliminates the fixed 10% housing threshold and replaces it with a flexible, town-by-town percentage calculation that considers total housing stock, single-family housing availability, infrastructure capacity, and impact on historic districts.

Expands the definition of accessory apartments to be more inclusive under the affordable housing appeals procedure.

Changes housing cost determinations to use town-specific figures rather than state or regional median income standards.
