Doubles fines for traffic violations committed in highway construction zones, municipal road construction zones, utility work zones, or traffic incident management zones, effective October 1, 2013.

Deposits 50 percent of additional fees collected from doubled fines into a work zone safety account within the Special Transportation Fund to fund highway traffic enforcement and the "Operation Big Orange" program.

Requires mandatory attendance at a motor vehicle operator retraining program for drivers traveling more than 75 miles per hour in a highway work zone, or commercial vehicle operators traveling more than 65 miles per hour in such zones.

Mandates that driver education programs, knowledge tests for motor vehicle licenses, and drivers' school instruction include content on highway work zone safety and operator responsibilities under section 14-212d.

Directs the Commissioner of Transportation to study implementation of alternative colored lights in highway work zones and report findings and recommendations to the joint standing committee on transportation by February 1, 2014.
