Establishes regional administrators in unclassified service for each of up to eight uniform regional service delivery areas to oversee and coordinate health and human services programs.

Expands oversight responsibilities from the Commissioners of Social Services and Public Health to include the Commissioners of Children and Families, Developmental Services, and Mental Health and Addiction Services, working with the Secretary of the Office of Policy and Management.

Requires development of a commonly-linked computerized management information system by January 1, 2016, allowing clients to complete a single application and enabling cross-program eligibility tracking and determination.

Mandates a joint report by January 1, 2014, detailing a plan to establish one-stop service centers at 50% of regional offices by December 31, 2015, and 100% by December 31, 2016.

Requires a regional funding allocation formula based on departmental caseload percentages and coordination of staff, resources, and technology to provide integrated access to services across all four departments at any regional office.
