Allows special municipal elections to be called by the board of selectmen or upon application of 20 electors when a vacancy occurs or new office is created before the next regular election

Requires the board of selectmen to determine the election date while allowing time for primaries (per section 9-423) and party-endorsed candidate selection (per section 9-391)

Limits election date to no later than 150 days following application by electors

Permits the Secretary of the State to combine a special municipal election with a regular election if the special election date is within 30 days before the regular election

Requires municipal clerk to notify party committees and Secretary of the State at least three weeks before the final deadline for selecting party-endorsed candidates
