Modifies the Connecticut Agricultural Experiment Station's duties to require scientific inquiries and experiments regarding plants, insects, pests, soil, water, and climate change effects on agriculture, contingent upon available resources.

Authorizes the station board to charge fees for testing services provided to the public and restricts tick testing for Lyme disease to requests from state or municipal health officials or for scientific research purposes.

Grants the station director authority to issue permits and enter into compliance agreements with parties regarding control, suppression, or extermination of plant pests and diseases.

Increases penalties for interfering with the director's duties or violating quarantine regulations from a range of $5-$1,000 to $500-$2,500.
