Changes dog licensing from annual to biennial (every two years), with licensing due by June 30th biennially instead of annually, effective October 1, 2013.

Increases licensing fees for neutered/spayed dogs from $7 to $14, for unneutered/unspayed dogs from $12 to $24, and town clerk fees from $1 to $2 per license.

Increases the deposit into the animal population control account from $2 to $4 per neutered or spayed dog license.

Imposes a penalty of $1 per month (or fraction thereof) for dogs remaining unlicensed beyond the required due date.

Stated purpose is to align dog licensing with rabies vaccination requirements and reduce municipal administrative costs from annual reminder mailings.
