Amends Section 8-45 to require housing authorities to give preference to "preference eligible veterans" as defined in 5 USC 2108 when selecting among equally qualified applicants for public housing.

Amends Section 17b-812 to establish a preference for "preference eligible veterans" in the rental assistance program for low-income families in privately-owned rental housing.

Renumbers subsections in Section 17b-812 from (a)-(h) format to (1)-(3) format for housing authority requirements and adds new subsection (f) establishing the veteran preference provision.

Amends Section 8-48 to update cross-references to reflect the new subsection numbering system in Section 8-45.

All amendments effective October 1, 2013.
