Authorizes bow and arrow hunting for deer on private property on Sundays, provided the hunter has written permission from the property owner and carries that permission while hunting.

Prohibits bow and arrow hunting within 40 yards of blazed hiking trails on Sundays.

Expands deer management authority to allow landowners (in addition to municipalities and homeowner associations) to implement approved deer management plans for addressing severe nuisance or ecological damage.

Clarifies that Sunday hunting restrictions apply to all hunting methods except bow and arrow hunting for deer and trapping, and removes prohibition on carrying bow and arrow in open air on Sundays.

All changes take effect October 1, 2013.
