Repeals and replaces Section 36a-1 of the Connecticut General Statutes to expand the "Banking Law of Connecticut" to explicitly include business and industrial development corporation licensees under its scope.

Changes the statutory language from "as" to "who" to clarify that the Banking Law applies to persons who subject themselves to its provisions or violate its penalties.

Repeals Section 36a-3 of the general statutes entirely.

All changes take effect October 1, 2013.
