Increases employee contribution rates to the Municipal Employees' Retirement Fund in two tiers: one tier rises from 5% to 6% (Jan 1, 2014) to 7.75% (Jan 1, 2016); second tier rises from 2.25% to 3.25% (Jan 1, 2014) to 4.25% (Jan 1, 2015) to 5% (Jan 1, 2016).

Reduces the time limit for employees to request withdrawal of contributions upon leaving employment from 10 years to 5 years before contributions revert to the fund.

Clarifies that municipalities must forward required contributions for members serving in armed forces and establishes that municipalities may recover contributions for members who withdraw before becoming eligible for retirement.

Updates gender-neutral language throughout the statute by changing "his" to "his or her" in multiple provisions.

Takes effect October 1, 2013, and amends Section 7-440 of the Connecticut General Statutes.
