Commissioner of Public Health, in consultation with the Commissioner of Social Services and Connecticut State Medical Society, must designate up to ten municipalities as targeted health areas by December 1, 2013 based on medically-underserved populations or high chronic disease rates.

Commissioners and representative shall identify any needed medical specialties in each designated targeted health area.

Physicians licensed in Connecticut engaged in primary care or needed medical specialties in designated targeted health areas become eligible for the Small Business Express program assistance.

Physician offices providing primary care or needed medical specialties in targeted health areas also qualify for Small Business Express program assistance.

Any physician located in a designated targeted health area municipality who meets existing Small Business Express program criteria becomes eligible for assistance under the program.
