Towns must provide registrars of voters with office space, supplies, equipment, safe storage facilities for official records, Internet access, and electronic mail capabilities to correspond with the Secretary of the State.

All registrars of voters in a town shall have access to official voter records and share joint responsibility for their safekeeping.

Secretary of the State's written regulations, declaratory rulings, instructions and opinions regarding election administration are presumed correct and must be executed, except for campaign finance chapters 155-158, and must be labeled and cite relevant authority.

State Elections Enforcement Commission's civil penalty authority is expanded to cover violations of title 9 (except chapters 155-158) by election officials, with penalties up to $2,000 per offense.

Voter identification requirements at polling places must be posted where official checkers are located in a manner prescribed by the Secretary of the State.
