Modifies presidential ballot application form to allow ballots to be given to applicants "personally or mailed" rather than only in person, effective July 1, 2013.

Restructures the Office of State Ethics by renaming references from "commission" to "Office of State Ethics" throughout relevant statutes and reorganizing subsection numbering from (a)-(h) to (a)-(i).

Clarifies that the Office of State Ethics shall not disclose an individual's identity when they report information unless disclosure is unavoidable during investigation, effective from passage.

Updates lobbying definition to reference "Office of State Ethics" instead of "commission" when describing regulations for contested case exemptions and other lobbying exemptions.

Removes outdated reference to Commissioner of Administrative Services' recycling plan from state agency requirements to reduce disposable products and implement recycling policies.
