Establishes a State Employee Longevity Payment Task Force effective July 1, 2013 to study the cumulative cost of longevity payments to state employees, effects on the state economy, and constitutionality of prohibiting longevity payments in future collective bargaining agreements

Task force composition includes joint standing committee chairs and ranking members on labor and public employees, the Labor Commissioner, and eight members of the General Assembly appointed by legislative leadership (president pro tempore, House speaker, majority and minority leaders of both chambers)

All task force appointments must be completed by July 31, 2013, with vacancies filled by the appointing authority

Task force must submit findings and recommendations report to the joint standing committee on labor and public employees no later than October 1, 2014, and terminates on that date
