Amends Connecticut General Statutes Section 7-421(e) to restrict municipal employees from serving on boards of finance, zoning bodies, land use bodies, planning bodies, and inland wetlands regulatory bodies unless permitted by municipal charter or home rule ordinance.

Removes the prior exception that allowed municipal employees to serve on these restricted bodies if they were members of the municipal legislative body.

Allows municipalities to adopt ordinances authorizing their employees to serve on zoning, land use, planning, and inland wetlands bodies, provided the ordinance is adopted by the legislative body.

Retains the existing right of municipal employees to serve on other governmental bodies in their town, except bodies with direct supervisory responsibility over them.

Takes effect October 1, 2013.
