Commissioner of Energy and Environmental Protection and chief elected officials from Danbury, Meriden, Waterbury, Cheshire, Southington, Wallingford, and other impacted municipalities shall collaboratively develop a state-wide strategy to reduce phosphorus loading in inland nontidal waters

Strategy shall address phosphorus nonpoint source pollution, provide municipal approaches to comply with EPA standards including treatment and plant upgrade guidance, and establish scientific methods to measure current and project future phosphorus levels

Commissioner must submit a report by October 1, 2014 to the joint standing committees on municipalities and environment detailing the collaborative recommendations
