Establishes new "certificate of death registration" as a limited-access document for deaths occurring less than 100 years prior, containing only name, gender, date of death, cause of death, and town of death, available to persons without direct relationship to the deceased who need it for personal or property rights.

Restricts access to full death certificates for deaths after July 1, 1997 to surviving spouses, next of kin, and authorized state and federal agencies; researchers may obtain death certificates with Social Security numbers redacted.

Removes language allowing the Department of Public Health to issue uncertified death certificates for deaths less than 100 years old.

Sets fee for certificate of death registration at $15, while certified copies of death certificates remain $20.

Effective October 1, 2013; amends Connecticut General Statutes sections 7-51a and 7-74.
