Requires businesses receiving $500,000 or more in financial assistance from the Department of Economic and Community Development or Connecticut Innovations, Incorporated, to pay food service, building, and property service employees at the state standard wage rate for 10 years from receipt of assistance.

Mandates that any contracts entered into by recipient businesses for food preparation/service or building/property/equipment services include provisions requiring payment at the standard wage rate as defined in Connecticut General Statutes section 31-57f.

Authorizes the Labor Commissioner to require repayment of full financial assistance if businesses fail to pay required wages, plus an additional 5% civil penalty if the failure was knowing and willful.

Grants the Labor Commissioner, Director of Wage and Workplace Standards, and wage enforcement agents authority to inspect businesses, examine payroll records, interview employees, and issue subpoenas to enforce compliance.

Allows employees to file complaints with the Labor Commissioner for wage violations and provides them the right to appeal decisions to Superior Court; establishes penalties of $25-$100 per day for businesses that refuse inspections or withhold wage records.
