Increases asset limits for Connecticut Home-Care Program eligibility effective July 1, 2013, from community spouse protected amounts to $40,000 for single individuals and $65,000 for married couples.

Reduces the required contribution rate for program participants from 7% to 6% of the cost of care for individuals at or below 200% of federal poverty level and those exceeding that threshold.

Eliminates the comma separating conditions for affordable housing residents in the assisted living demonstration project under section 17b-347e.

Maintains existing eligibility requirements for age (65+), institutionalization risk, and income limits while modifying asset restrictions.

Retains the $50,000 annual service cost cap (or 50% of weighted average nursing home costs) with exceptions for hardship cases and individuals already receiving higher-cost services.
