Increases the personal needs allowance for Medicaid and Supplemental Security Income recipients in long-term care facilities from sixty dollars to seventy-two dollars and seventy-five cents per month, effective July 1, 2013.

Requires the Commissioner of Social Services to provide a state supplement payment to long-term care facilities (nursing homes, chronic disease hospitals, rest homes with nursing supervision, intermediate care facilities for the mentally retarded, and state humane institutions) to be deposited into personal fund accounts of eligible recipients.

Mandates annual adjustments to the personal needs allowance beginning July 1, 2014, based on the percentage increase in the most recent calendar year average of the consumer price index for all urban consumers.

Applies to patients receiving medical assistance under specified sections of the general statutes who reside in nursing homes, chronic disease hospitals, and state humane institutions.
