Increases annual income eligibility threshold for the Alzheimer's Disease Respite Care Program from $41,000 to $50,000, effective July 1, 2013.

Maintains liquid asset eligibility limit at $109,000 and requires the commissioner to annually adjust income and asset criteria based on Social Security cost of living adjustments.

Caps annual respite care services at $3,500 per participant, with an exception allowing up to $7,500 for participants demonstrating additional service needs through regulations.

Limits out-of-home respite care services (excluding adult day care) to 30 days per fiscal year for program participants.

Authorizes the commissioner to require copayments for respite care services but allows waiver of copayments upon demonstration of financial hardship.
