Repeals and replaces section 19a-522a of the general statutes, effective October 1, 2013, to allow nursing homes and rest homes with nursing supervision to maintain lower temperatures than Public Health Code minimums if they comply with federal comfortable and safe temperature standards under 42 CFR 483.15(h)(6).

Directs the Commissioner of Public Health to amend the Public Health Code to conform with the new temperature standards for nursing facilities.

Requires the Commissioner to issue a consent order to any nursing home or rest home found during inspection or complaint investigation to be unable to comply with temperature standards due to inadequate physical plant conditions.

Authorizes civil penalties of up to $1,000 per day for violations of a consent order requiring repairs or improvements necessary to achieve temperature compliance.
