Authorizes the State Bond Commission to issue up to $250,000 in state bonds under Connecticut General Statutes section 3-20.

Directs the Department of Economic and Community Development to use bond proceeds as a grant to the Institute for the Hispanic Family in Hartford.

Funds will support renovation of the historic Frank and Katherine Secoll House to create a therapeutic preschool classroom and parenting class space.

Stated purpose is to strengthen Hartford families, improve the neighborhood, and create jobs through the renovation project.
