Designates "pledged clean marina" status for facilities committed to achieving certified status within one year of pledging.

Provides grants covering at least 40 percent of project costs for certified or pledged clean marinas that undertake sediment, dredging, or disposal projects and request funding.

Authorizes the Department of Energy and Environmental Protection to require repayment of grant funds if a pledged clean marina fails to achieve certified status within one year of its pledge date.
