Requires state agencies to provide individuals or business entities, upon request, with the specific statutory or regulatory authority for actions on permits, licenses, approvals, business restrictions, or enforcement actions.

Applies to all state executive branch agencies when acting on applications, imposing conditions on business activities, or bringing enforcement actions.

All provisions take effect October 1, 2013.
