Establishes the State Education Resource Center as a public agency under state law, subject to transparency and open records requirements under chapters 14 and 55a.

Expands the definition of "state contracting agency" to include the State Education Resource Center and regional educational service centers for purposes of public disclosure requirements.

Requires the Commissioner of Education to submit an annual report to legislative committees by January 15 each year detailing all contracts with private vendors, private funding sources, and employee compensation for the Department of Education and State Education Resource Center.

Mandates posting of the annual transparency report on the Internet websites of the Department of Education and State Education Resource Center for public access.

Authorizes the Connecticut School Reform Resource Center to provide professional development, publish best practices reports, and assist public schools in improving student achievement.
