Commissioner of Social Services shall survey the waiting list for the waiver program under section 17b-283 by November 1, 2013, to identify persons with severe disabilities, their living situations, disability types, ages, wait times, insurance status, care costs, and eligibility for other Medicaid waiver programs.

Commissioner shall submit a comprehensive report to the joint standing committee on human services by January 1, 2014, including current waiver recipient and waiting list data, and a plan to expand services for persons with severe disabilities.

Expansion plan must include recommendations on the number of new waiver slots needed, analysis of required eligibility criteria changes, recommendations for additional Medicaid waiver programs, and a study of cost-sharing funding options used in other states.

An unspecified appropriation from the General Fund is authorized to the Department of Social Services for fiscal year ending June 30, 2014, to expand the Medicaid waiver program consistent with the reporting and planning requirements.
