Amends Connecticut General Statutes section 8-25 to allow municipal planning commissions to require sidewalk provision in appropriate locations and conditions.

Permits planning commissions to enact subdivision regulations allowing developers to pay a fee instead of installing all or part of required sidewalks, with the fee not exceeding estimated installation costs.

Requires fees collected to be deposited into a municipal fund designated for sidewalk or multi-use trail installation and improvement in locations chosen by the legislative body.

Allows planning commissions to offer incentives such as reduced fees for developers who choose to pay in lieu of sidewalk construction, subject to two-thirds majority vote approval by the planning commission.
