Amends section 20-8a of the general statutes to restructure the Connecticut Medical Examining Board appointment process with 15 total members: six appointed by the Governor, six by legislative leadership, and three by patient advocacy groups

Requires board reappointments or replacements to be distributed among appointing authorities in the same ratio as original appointments

Mandates that the board include at least one patient advocate who is not a physician and at least one attorney with expertise in criminal law

Requires the board to complete investigations and take appropriate action within six months of a complaint filing

Directs the board to contact the Chief State's Attorney if evidence suggests an individual under or formerly under investigation violated state criminal statutes
