Grants the Police Officer Standards and Training Council authority to develop and maintain a comprehensive municipal police training plan and approve or revoke certification of police training schools and instructors (effective October 1, 2013)

Requires all probationary police candidates to complete basic training within one year of appointment and mandates 40 hours of certified review training every three years for officers to maintain certification

Authorizes the council to develop an interactive electronic computer platform allowing police officers to complete certified review training at local police department facilities

Establishes uniform minimum educational and training standards for full-time, temporary, probationary, and part-time police positions and requires annual inspection of police basic training schools

Empowers the council to grant accreditation to law enforcement units meeting established standards, conduct management surveys, and recommend appointment of council training instructors as special police officers throughout the state
