Repeals and replaces Section 13b-69 of the general statutes effective July 1, 2015, to govern how the Special Transportation Fund resources are applied and expended.

Requires the State Treasurer to first apply Special Transportation Fund resources to debt service requirements for special tax obligation bonds, then to Transportation Strategy Board project accounts for approved financing plans.

Directs remaining Special Transportation Fund resources toward general obligation bond debt service for transportation, Department of Transportation and Motor Vehicles appropriations, and Department of Emergency Services and Public Protection appropriations for State Police motor patrol work.

Adds new provision requiring Special Transportation Fund resources to be used only for transportation purposes.

Makes minor grammatical change from "in" to "of" in subsection (a) for internal consistency.
