Armed forces members and their spouses or dependents may apply for blank absentee ballots beginning 90 days before elections, issued by town clerks by mail or electronic means upon receipt of application.

Members of the armed forces being deployed from Connecticut may receive blank absentee ballots directly from the Secretary of the State beginning 90 days before elections, with commanding officers coordinating distribution and town clerks receiving notice at least one business day before deployment.

Town clerks must issue absentee ballots to overseas and military voters no later than 45 days before elections once a complete list of candidates and questions becomes available.

The Secretary of the State shall implement a free-access electronic system allowing voters to track whether their absentee ballot applications and ballots have been received.

Town clerks may collect email addresses from military and overseas voters for election communications and establish permanent absentee ballot status for those requesting electronic ballot delivery, automatically sending ballots for each election.
