Amends section 18-98e of the general statutes to prohibit individuals convicted of specified serious felonies from earning risk reduction credits toward sentence reductions.

Excludes 15 categories of crimes from the earned risk reduction credit program, including manslaughter in the first degree, sexual assault, kidnapping, burglary, arson, and robbery in the first degree.

Prohibits persistent operating while under the influence felony offenders from participating in the earned risk reduction credit program.

Stated purpose is to protect the public by denying sentence reduction credits to persons convicted of serious felonies.
