Authorizes municipalities to issue bonds under Connecticut General Statutes section 7-369 to fund planning, design, and construction of sound barriers along interstate highways.

Requires at least 50% of property owners within 250 yards of the interstate highway to petition the municipality before sound barrier construction can proceed.

Mandates municipalities hold a public hearing and assess all benefited residential properties to pay for bonds and issuance costs.

Makes unpaid benefit assessments constitute a lien on the assessed property if payment is not received within 30 days of the due date.

Limits municipal contribution to a maximum of 100% of sound barrier construction costs, with funds paid to the Department of Transportation.
