Requires state agencies to establish detailed plans for any state-sponsored project exceeding $50 million, including capital outlays, annual operating expenses, and projected revenue.

Mandates that agencies contract with an independent, nongovernmental entity to analyze each project and evaluate comparable alternative investments.

Requires public hearings before the Finance, Revenue and Bonding Committee and other relevant committees, with detailed reports, analyses, and pertinent information made available to the public and legislature at least three business days before the hearing.

Requires the committees of cognizance and General Assembly to vote on approval of the project, with project allocation approval by the State Bond Commission as a separate agenda item.
