Establishes six special regional school districts governed by special regional boards of education elected under section 10-46 of Connecticut general statutes.

Regional districts include: Bridgeport (Bridgeport, Fairfield, Stratford, Trumbull); New Britain (New Britain, Berlin, Farmington, Newington, Plainville); New Haven (New Haven, East Haven, West Haven, North Haven, Hamden, Woodbridge); New London (New London, Groton, Waterford); Waterbury (Waterbury, Middlebury, Naugatuck, Prospect, Plymouth, Wolcott, Watertown); and Windham (Windham, Chaplin, Columbia, Franklin, Lebanon, Mansfield, Scotland).

Requires special regional school districts to enter into cooperative arrangements with other school districts to fill available seats through the Open Choice Program.

Aims to integrate public schools to meet goals of the 2008 Milo Sheff v. William A. O'Neill court order and reduce costs by decreasing the number of school districts statewide.
