Amends section 10-155k of the general statutes to expand membership of the School Paraprofessional Advisory Council to include one paraprofessional each appointed by five unions: American Federation of Teachers Connecticut, American Federation of State County and Municipal Employees Council 15, Municipal Employees Union Independent, Connecticut State Employees Association, and United Electrical, Radio and Machine Workers of America Local 222.

Adds to council membership the most recent recipient of the Paraprofessional of the Year award, one teacher appointed by the Connecticut Education Association, one teacher appointed by the American Federation of Teachers Connecticut, two regional educational service center representatives appointed by the Commissioner of Education, and a school administrator appointed by the Connecticut Federation of School Administrators.

Requires the council to advise the Commissioner of Education at least quarterly regarding professional development and training needs for paraprofessionals, appropriate staffing strategies for paraprofessionals, and other relevant paraprofessional issues.
