Require each regional educational service center to maintain a separate budget as an independent agency rather than being consolidated with the Department of Education.

Mandate the Commissioner of Education to submit a report to the joint standing committees on education and appropriations detailing all private funding sources and amounts (including grants) received by each regional educational service center.

Require the Commissioner to report all employee compensation amounts for each regional educational service center, including salary and benefits information.

Make the private funding and employee compensation reports publicly available on the websites of the Department of Education and each regional educational service center.
