Amends subsection (c) of section 10-66bb of the general statutes to establish stronger standards for racial, ethnic, and economic diversity when the State Board of Education grants or reissues charters to charter schools.

Requires any new state funding to charter schools to be used for implementing school integration goals outlined in Sheff v. O'Neill remedial plans.
