Amends section 10-262i of the general statutes to allow school districts to reduce their minimum budget requirement for education by half the documented savings they achieve through increased efficiencies or regional collaboration.

Applies to districts that realize new and documentable savings through approved intradistrict efficiencies, regional collaboration, or cooperative arrangements under section 10-158a.

Savings reduction must be approved by the Commissioner of Education.

Reduction applies to fiscal years ending June 30, 2014, and June 30, 2015.

Incentivizes school districts to regionalize services and lower costs by allowing towns to reduce their education budget requirements proportional to achieved savings.
