Enacts the "Agreement Among the States to Elect the President by National Popular Vote" into Connecticut law, allowing Connecticut to join an interstate compact replacing the electoral college with a national popular vote system.

Requires each member state to conduct a statewide popular election for President and Vice President, with the chief election official calculating a national popular vote total across all member states.

Directs member states to appoint presidential electors associated with the presidential slate that wins the national popular vote total, rather than the slate winning votes in that individual state.

Takes effect only when states cumulatively possessing a majority of electoral votes (270 votes) have enacted this agreement in substantially the same form.

Allows member states to withdraw from the agreement at any time, except withdrawals cannot take effect within six months of the end of a President's term, and the agreement terminates if the electoral college is abolished.
